In a news release police said Christine Hess, of the 1900 block of Waldheim Road, violated a township ordinance by “not properly securing her fields” and allowing the cows to escape.

Hess has been cited for the same or similar violations in the past.

In June 2013, for example, police said her bovines managed to escape their enclosure four times in one day, according to an Express-Times article.
