Borough Man Exposed Himself to Residents, Hellertown Police Say

A 42-year-old borough man has been charged with indecent exposure, open lewdness and disorderly conduct, after Hellertown Police say he allegedly exposed himself to residents over the weekend.

A 42-year-old borough man has been charged with indecent exposure, open lewdness and disorderly conduct, after Hellertown Police say he allegedly exposed himself to residents over the weekend.

Police announced in a news release Monday that they arrested Rick Charles Musgnung, of the 300 block of Spruce Street, Hellertown, on Saturday on Constitution Avenue, after they received reports of a suspicious man allegedly committing lewd behavior.

They added that Musgnung had a preliminary arraignment at Northampton County Central Book Saturday, and said charges had been filed in his case with District Court 03-2-04 in Lower Saucon Township.

According to online court records, Musgnung has pleaded guilty to similar charges in the past.

He most recently pleaded guilty to a second-degree misdemeanor charge of indecent exposure in Northampton County Court in April 2018, court records state.

That case was filed by the Hellertown Police Department in June 2017, and the following year Musgnung was sentenced to 12 to 24 months in jail by Northampton County Judge Emil Giordano and ordered to pay court costs, records indicate.

In a 2009 county court case that was also filed by the Hellertown Police Department, Musgnung pleaded guilty to misdemeanor charges of open lewdness and corruption of minors, according to court records.

He was sentenced by Judge Anthony Beltrami to 12 months of probation on the open lewdness charge and to 11 to 22 months in prison followed by 38 months of probation on the corruption of minors charge, as well as ordered to undergo both sex offender and mental health treatment and alcohol and drug treatment, court records state.

As of early Monday morning, online court records had not been updated to list the date and time of Musgnung’s preliminary hearing in the current case, which will be held before District Judge Alan Mege in the district court in Lower Saucon Township.

It was unclear from the police news release whether or not Musgnung was incarcerated in lieu of bail following his preliminary arraignment Saturday.
